p27: (3) In this context, and within the fixed resources provided to schools and the physical facilities schedule, class size should be planned on the minimum possible subject to clause 11(6). Provided that class sizes should be planned generally on the following basis.
Must remove "generally" !
It makes the clause virtually useless !! At least make them PLAN on 25's for gods sake ! Otherwise we will have them planning generally for 25's whil having 25% of classes at 30 !!! What clause stops that ?

In regard to the issues you raise. The class sizes clause has been strengthened to take account of the point you raise. Class sizes should be planned on the minimum possible size with reference to the consultation process where the principal has to consult with the union branch about the class sizes. There was no such requirement in the previous agreement. Also, where the principal decides on a number above the planning target they have to provide reasons. All of this is new and is aimed at genuine consultation rather than the principal determining a class size before consulting.
